PR card is not a Travel document. The only use for PR is when traveling back to Canada,either by land for the CBSA officers or via airports where it's used as proof for the airline staff that you are allowed to Canada and don't need the new form they ask from everyone else(and also via the kiosks).
Try to board any airplane(international) with just PR and you will be refused = not a travel document.
 
Its sad that all i see is speculations and i think this i think that and some even ask me the question back several times to make me seem stupid some even claim its a disadvantage to list pr as travel doc. the thing is does anyone have any quote that states do not include Pr card as travel document

Several times boarding to canada from uk only my Pr card is looked at and not my passport

I list my passport information.
But should I list the information about my Canadian Permanent Resident card too? Is Canadian PR card a travel document?

When I applied, I did not put the PR card info in 14a, only passport info.

A travel document is one whose primary function is to facility international travel and that can be used, in theory, to travel between nation-states without the use of other documents. This includes passports and laissez-passers.

Permanent Resident cards are status documents, not travel documents. Their primary purpose is not to facilitate international travel, but to identify immigration status.

Not sure what are you complaining about. what is sad about the fact that people are trying to help you? No one here is an IRCC agent so any response you get will be either a speculation /assumption or a "quote" as you mentioned that is probably available for you also to find.

I don't know .. I guess the question is poorly worded .. most people will look for documents that are required internationally, to travel during the eligibility period ..

PR card to enter Canada is a 'localized convenience' for Canadian PR's.. it will probably allow you to board a flight to Canada .. I have never done this personally, but some guys are saying so, so ok, we'll bite ..
Just like using a Nexus card or enhanced driver's license to get between US and Canada .. this are based on 'localized treaties/conveniences' .. they are not internationally recognized/binding ..
Just like NAFTA allows you to work easily between US/Canada/Mexico .. the work permits is easy to get for citizens of the 3 countries ..

To transcend those 'conveniences' internationally .. and think of your PR Card as an international travel document, would be wrong I think ..
You can not use your PR card to get into any other country in the world .. and if you find yourself in some remote banana republic, they may want to see your passport as well, or not allow you on a plane to Canada with just PR card ..

Well i dont like when someone is asking me back a question i asked to emphasize the fact that i don't know. Just cause am unaware shouldnt lead getting insult too.

So I believe it is any document that is used to facilitate international travel so that your application with regards to international travel can be better understood - I personally do not have a lot of stamps on my passports because I have a Nexus card, two valuable passports and a Canadian PR Card. I'll be listing all of these to help the officer reviewing my application understand how I facilitated my travel.
 
I guess there's no harm if you write or not write the pr card info in 14a.

Refugees and stateless people receive so called "travel documents" in lieu of a passport. This is their only means of international travel. In particular a stateless person can NEVER own a passport. That's why the question asks for both, passports and travel documents. It is these travel documents (that literally have "TRAVEL DOCUMENT" printed on the cover) that this question most likely refers to.

Naturally, your application will not be returned because you listed one document too many (like a PR card"). How ridiculous would it be if they refused your application because if that, seriously.
