I am only wondering whether CIC is going to open the application indeed in May,,,since we are mid April already and many details are not released. I think the application will be postponed because any new rules concerning immigration have to be published two months before they come into action. So the new rules should have been published with all details in March at the latest......Kenny changed his mind several times too concerning the rules and time of this program, which makes me skeptic.
Any thought about this?

Is that true? If so, then I think that's good news for the new FSW hopefuls. Whenever they decide to put all the info out wouldn't matter if the applicants had enough time to prepare for their applications, and I think 2 months is enough time! If they push the application start date further, then no need to worry about the quota being filled by canadian degree holders. Everybody gets a fair chance!

You are right, as 2-3 times date has been extended and still there is no positive signal so far :)

Actually they are posted in the Canada Gazette for 30 days for comments. The purposed FSW regulations were published 18/08/12 http://gazette.gc.ca/rp-pr/p1/2012/2012-08-18/html/reg2-eng.html
 
But isn't this still just "proposed" changes? Shouldn't there be another document once the proposal is accepted and is sure be implemented? I am just ignorant about the formalities involved in governance.

Actually, I really hope they will not accept new applications on May 4th. They need to work on Buffalo transferred applications first and then worry about other applicants.
 
I Got the info when I started this thread from Linkedin Forum where the same is debated
TIm Leahy, an immigration lawyer is quoted saying:
The pre-published regs were incomplete, precluding anyone from providing anything close to a correct assessment of a potential applicant's meeting the yet-to-be released selection criteria. Besides, they could be changed in the interim. When they go into effect is only a secondary matter.

And, before new regulations may be put into play, as I understand, they need to gazetted sixty days earlier. If the Minister deigns to comply with customary conduct, May 4th is the earliest they can go into effect, but as of tomorrow, it will be May 5th. (The previous gazetting was to comply with the requirement to elicit comments in advance of publishing the final version.)

Moreover, in June, he said in January, but on December 17th shifted the date until May. So, let's wait until the final regs are published before giving potential immigrants a date when they may possibly apply.
 
So, it does appear that there needs to be another gazette with the final version of the changes. In any case, does anyone know how long in advance the occupation lists were released in previous years?

This would be great news, I am still waiting for the AEO and we have not had any notification about moving the application to LMO as per under the proposed new process. The time it would take if given an approved AEO now I do not think we could submit the application before the 4th May cut off so we would need to start again :o
 
CIC has actually already published a notification and guideline for transitioning from AEO to LMO. YOu might wanna check this link:

It says if you haven't received AEO opinion by March 8, then your employer can apply for a LMO without loosing your place in the queue.

Thanks namaste I am aware of the notification however CIC will contact each employer offering the option to transition to the LMO and not lose their place in the queue, unfortunately we have not received this so are following up. The March 8th deadline is for processing the AEO. There are a few of us still waiting for this notification..
