Is Canadian born child a dependant?

Hi everyone,
I am applying PNP and filling the IMM 0008 Generic Application Form for Canada and I have a question.
My daughter is Canadian born but right now she is living with her mom in our home country. I can bring her back to Canada anytime. Do I need to put her name on all Dependant section?

The form said:

You must provide the following details about each of your family members, whether they will be accompanying you to Canada or not. You must include your spouse or common-law partner,
if applicable, and all of your dependent children, and those of your spouse or common-law partner, who are not already permanent residents or citizens of Canada.

I personally think she is not a dependant since she's Canadian. But the form said "whether they will be accompanying you to Canada or not". It's really confusing.

I'd appreciate any comment and any help!

She's your dependant. You just have to provide her details as requested

As clearly stated in the instructions: "who are NOT already permanent residents or citizens of Canada".

She's your dependant. You just have to provide her details as requested

Incorrect. She is Canadian and not included as a dependent in the app.
