yes u can apply for pr to canada on that basis. chef and cooks are in the list of 38 jobs for ministerial instructions.all u need is to calcultae ur points on the basis of english proficiency, education, work experience and ur adaptability.
check out this list, it shows cook and chef as code 6241 and 6242.

Yes, both NOC are included in 38 list, so you may apply for F.S.W. if you have at least 1 year work experience in those ocupations and if you can reach the necessary 67 points for visa. Take the points test and see for yourself.
