Is applying online for New Study permit outside Canada possible now?

I used the online questionnaire on CIC website and it shows that students can apply online for a new study permit (not extension) online.
Is this something new?
I thought, previously, any applications for a new study permit has to be sent to an office outside Canada.
Can anyone share some info?
My friend who is Korean is applying for a study permit but usually they have to send the application to the visa office in Manila.

My second question is, does that mean, even if the person is already in Canada, he can still apply online?

Yes you can apply online. I reside in oman. And i applied for study permit through online.

1. You can apply for extension online as well or fill up IMM 5709/paper based.
2. When you apply online from outside, the application process is handled by your country's CHC.
3. You can apply online inside Canada only if you are a: minor studying at primary/secondary level; exchange student or completed a short-term course that is a pre-requisite for acceptance at school, otherwise you must apply from outside/VAC in Los Angeles.

Hi,

I living in Japan and I applied online for a study permit online August 13, 2014. When you do apply online outside of Canada, how does it know that the application will be handled by my country's CHC, which in my case will be in Manila. Does all online application go to one central location and then it it's sorted and then sent to the countries CHC? Some say that you have to choose the correct visa office but when I applied online, it didn't give me the visa office options.

I'm just worried that I made a mistake when applying online and that the study permit will be rejected.
