Is application "complete" without police certificate?

The Instruction Guide IMM EG7000 states:

"Factor 4: Age (maximum of 12 points)

You will receive points for your age on the date that we receive your complete application at the CIO."

If the Police Certificate is not included in the initial application package (as stated as allowed in the checklist) will that affect the date for assessing age points?

I am tending to believe that the application is still considered complete without the police certificate and the date for calculating age points will be date the initial package is received at the CIO.

it's still considered complete, you'll just be required to submit it later on
