But why would someone travel without a valid passport or can someone do that?.
so in my case in your opinion will cause a red flag because i didnt renew it? And my reason being is that i had no plans of travel during the pandemic time. I am here in the city working and actually i am a public servant for sure they will have my records.

You're overthinking.
You asked @dpenabill, who was giving a example of Canada caring about a passport renewal (a specific situation only applicable for refugees), whether it would be a red flag to travel without a valid passport, and his answer to your question was, well, yep, that's a red flag. Which is obvious, if you travel without a valid passport, you either crossed the border illegally or used a passport from some other country you didn't disclose... Common sense answer, is it not?
But that question of yours was pretty much out of scope, so feel free to consider the answer not applicable in your situation.
Long story short : there's absolutely no issues with you not having travel plans and not renewing your passport for that reason. If you want to renew your passport today before your application, go for it, but it doesn't change anything for the application.

I mean i have an expired passport since 2022 and i am renewing my passport now before I apply for citizenship. So from 2022-2024 i had no valid passport. I did not leave the country at all since 2017. I did not renew it as i had no plan of travel that time because of the pandemic. Will that be a red flag for them for not having a valid passport?

Not for Canada. Perhaps Pakistan?
