Is an email enough to withdraw your application?

I've just sent an email to the office I applied to for permanent residence informing them that I wish to withdraw my application.

Is that enough? Do I have to send them a letter?

You can email them but it will still depend on how long they will process the withdrawal.
They cannot just easily pick up your name from among those application(professions) which they don't need.
I feel for you and everybody outhere whom dreams were shattered because of this 38-list.

IT's TOTALLY UNFAIR!!!!!!!

I would rather send a registered letter with delivery confirmation. more formal, and gives you proof that you contacted them.

I read somewhere that a regular mail or fax is required since they need your signature. That's how I did last year to withdraw my application. I sent them a fax and they replied me by mail (not email).
