First off, you need an approved LMIA (this can be obtained if you have a prospective employer in Canada who is willing to process it for you). If you have the LMIA, you can apply for Work Permit and apply under Caregiver. You may start looking for employers in Canada Job Bank. Goodluck.
As far as I know if you are applying for Work Permit to work as Nanny or Caregiver in Canada, English test is not yet required, though I heard/saw the news that you might need it if you apply for work permit later part of this year. If you are applying for Permanent residency and you have work experience already as a Nanny in Canada, then you need English test for it. Not sure about the minimum band that you need though. The Language is only a requirement if the Caregiver/Nanny is applying for Permanent Residency and is already in Canada and has gained work experience. If you are applying for a Work Permit, no language requirement is needed as of yet. But the Govt of Canada I believe is drafting a new program by Nov of this year to change the existing Caregiver Program.

Right. So for now that no new news yet about the upcoming Caregiver Program, everyone who would like to apply as a Nanny/Caregiver on a Work Permit does not need language test yet. Thanks.
