@CNP once they get LOA and pay the fees yes they are referred to as international students in the communications.

no this isnt about only terminology. getting LOA and paying fees doesn't guarantee admission to the university. you still need to apply for visa, land and get a study permit., isnt it ? Again sorry I am not familiar with study permits and visas.
 
@hotdoc0 as @YVR123 says the best is to talk to the university and move to being a local student. however, if the university personnel are not helpful isn't it cost-effective and less troublesome to follow a legally clear pathway i.e. the applicant lands, and gets their COPR stamped, instead of trying to debate theoretical scenarios very few of us know about?

regardless, OP cannot get study permit after the COPR is issued.
I think OP wants to follow the steps set by university and that's given since when OP applied he wasn't a PR and didn't get the COPR yet.

So if OP wants to follow the steps, he can't. I don't see anything else he can do except contact the university and try to finish the admission after OP has landed.

@YVR Thanks...this is the information i was seeking. Am unable to find anywhere on IRCC etc any guideline as to whether study permit is needed/will be issued/application entertained after COPR.

Would greatly appreciate if some link on this could be shared.
