My friend wants to study in Canada for 8 months for a post-graduate diploma (The Letter of Acceptance indicates as follows: https://ibb.co/ysTGcdG) at George Brown College. Afterwards, he'd like to apply for permanent residence under the "Hong Kong Pathway- Stream A", but he wonders if an 8-month post-grad diploma would be considered 1 year of post-secondary study in IRCC. One of the requirements of stream A is

have graduated from a post-secondary designated learning institution in Canada in the 3 years before you apply with one of the following:
- a diploma (not graduate or postgraduate) for a program of at least 2 years
- a degree (associate, bachelor’s, master’s or doctoral)

What makes you think 8 months are the same as 12 months or a year?
