yes in my opinion taking IELTS exams (Acdamic) would be helpful. Because in Canada fee for acdamic IELTS is about 300 CAD. for admissions only IELTS acdamic is considered. For a job like lecturing they might require a higher band of IELTS in speaking and listening.

IMHO, knowledge of FRENCH shouldn't be any advantage or disadvantage
 
If you are applying under the skilled worker program, you will need to take IELTS general training option to prove your English skills like anybody else. That's what you need for your immigration. Getting a job is another matter. As a lecturer, I would assume that you need to speak good English and not with a strong accent to make sure that people will understand you. Speaking French would not likely be an asset unless your French is so good that you could get a job as a lecturer in French. If you wanted to get a job doing something else, it might be an asset though.
 
For the immigration purpose, IELTS (general) done already.

I have heard that if you want to do a lecturer job (My Category), you need to get at least 7 Band in academic over all. If so, I would like to prepare for it.
 
NO. However, any employer who would hire you for a job expect that you speak, write, listen, read and understand English at a reasonable or better level. This expectency will vary depending your occupation. For example, a CSR, customer service rep. will require a higher level proficency in English while a cook may be expected basic or moderate level. ( with my experience as a manager in Yum Brands in Vancouver, BC.)

With regards to French, you may have to have better French if you are planning to work in Montreal or Quebec (French speaking provinces). (With my experience as applicant@ Best Western, Montreal)

If you are an FSW applicant, you need IELTS (general model).
As a suggestion, do take IELTS (academic) as this will look good on your resume. (of course,a higher band score:-)
