Is 480 to 488 score enough for express entry? Just saw that cut off is above 500.. is there any chance to lower it.. should I wait or apply now?

Right now, it is not enough but you should never delay in submitting a profile. Who knows the next draw could be drastically lower. So apply now.

If you look at the last few draws, the threshold keeps going down slowly by around 4-6 points per draw. It's impossible to predict how many new applicants will enter the pool and how big future draws are going to be but it's not unreasonable to speculate that 488 may be enough within the next 3-4 draws.

I think you should do a bit more research about your EE profile. Once submitted, your profile stays active for a year. If you're picked in the draw, you will be invited to apply. If your profile was not picked and your application has expired, you can always apply again.
