I would like to share some of my own experience. I personally wrote to local visa office many times and mostly got irrelevant answers. First time I wrote them that
1) I didn't want to send them my original education documents as I only got one set of originals so I asked them is it possible that I send University certified + notary attested documents in University sealed envelope instead of originally sealed documents in university sealed envelope. To my utter surprise they replied to me that if you have recently submitted documents they can't acknowledge each and every email, totally irrelevant answer
2) Next time I wrote them about my friend that can old applicants take Ielts Academic test. I got the same reply again as above.
After that I lost hope that there is no point writing to them and asking a query. What Mr.Qorax has said about "38-span waist" becasue to him it might look like a stupid question but for me or others it was a serious question. I think some other people have also asked such questions and got irrelevant answers.
Rest I leave on readers to decide if these visa officers are really doing a good job or merely wasting our time or their own time.

You can ask them that you want the actual VO to answer you but how would you know who is your visa officer and that, that s/he has responded to you.
Whatever you write whether polite/harsh, it goes into your file, I ordered my CAIPS/GCMS and every single communication to and fro was there in that.
If you really are frustrated and want to take it further then you can write to Jason Kenny, minister of Citizenship and Immigration Canada but then again, you might still get a generic reply from him as well.
They might be unprofessional but that's how they work. They receive thousands of queries every day mate.
