Applied at 17 october and got this answer yesterday, my studies start at 7 January 2019.
Attend to 1 year certificate program for Concept art foundations.
I didn't provide an explanation letter because there was no section or ask for it, i thought they will summon me to and interview which is not happened.
I have no travel history at all never was aboard.
Dont have any family in Canada all of them are with me in Israel.
Does studies is not reasonable thing for coming to Canada?
Any clues how can i over come it and reapply with a proper explanation?

You have to write an SOP stating your family ties to your home country. Family, property, job, children etc. If you didn't provide this that if why you were refused. You need to have travel history to countries that need a visa. You need to get this. What documents did you actually provide. You need to be truthful and tell us, so we can help. What age age are you? What country are you from?

You have no chance of getting a visa for the 7th of January. You have to contact college and defer.

I am 27, from israel i moved here with my family at 2004 and since then never went out , travel onky inside a country, i provided them all neccessary documents like, ielts, letter of acceptance to the college, payment apprival, passport copy and photo as were asked

Ok you never mentioned Ukraine before. So your home country i Ukraine then? What is your status there?

I have born in Ukraine but my mother married second time on guy who had israeli residency so they decided that we will move to israel since then i live here and have full citizenship

In your SOP, you have to mention your strong ties to Israel then. All your family are there. If you are employed, try and get a letter from manager granting leave. Mention Property, car, children (if any). You have to convince them that you are going to leave after your course.

Is the course in line with what you currently do for work? Will it enhance your skills, so that when you go back to Israel, you will get a better job?

Yes i understand what you mean, and yes the reason i want to study there is to enhance my skills and get better and more desirable job. I couldnt find good program in Israel because concept art is something that colleges here dont provide. I also have here a girlfriend 4 years who started her b.a. in israel studies and travel guidance

My ielts 6.5
I want to go study as soon as i can dont want to wait a year for that program, is it be fine if i will change a place of studies and maybe choose slightly different program that still related to digiral arts?

Yes it's fine to change, as long as you make sure the course is seen to be enhancing your education. If the course is not in line with what you currently do as a job, explain in your SOP why you want to do that particular course. What are the individual section scores for your IELTS. You will not get a visa for January. The course you want will have to be later than that. May or September.

You have to improve your writing to at least a 6. You may get accepted into the college, but CIC are looking for at least 6 in each subject. So there is a big possibility you would get refused again on the back of that.

I already has been accepted to the college, they said that one of the subjects can be minimum 5.5 while over all score minimum 6.0, i have also paid and resieved acceptance letter, i didnt get any notofication fron cic about my score, i think i should resolve the purpose of travel problem
