Did you actually apply for a trv under the family reunification program?

I am planning to travel to a country other than Canada soon, I will soon receive my passport request, is that why IRCC recommends not to travel?

Just think please - of course IRCC was talking about travelling to Canada, don't book your tickets to Canada until you have the visa.

I think IRCC is recommending that you wait until your Canadian visa is issued and you receive your passport before making any travel plans. Because IRCC cannot guarantee that your visa will be approved and they do not want you to incur any unnecessary costs if your visa is refused.
