IRCC sends me Biometric Collection Letter even though I already attached my biometrics

I applied for my study permit in September and eligibility started in October, but I didn't attach my biometrics from the start.

Last week IRCC asked me to send the biometric fee payment receipt of 85$. But what they didn't know is that I already had done biometrics in early 2019.

So to not make the process slower I paid the $85 receipt for biometric fees PLUS I attached my biometrics in one PDF file and a paragraph explaining I have already done biometrics at a certified office. My PDF looked as follows. 1st page biometrics, 2nd page also biometrics, 3rd page payment receipt $85, 4th page paragraph explaining the situation

Now I received the biometrics collection letter asking me to do biometrics at a visa office. What is wrong with them? I sent them my biometrics already and I paid an additional $85 now and now they want me to do them again? It seems like the visa officer was in a rush and didn't look at my biometrics and only looked for the payment receipt.

What can I do now? I definitely don't want to send a webform since I'm anyways not getting an answer.. Please help :(

Oh buddy, that looks like a tough case connected with some more waiting time than you probably expect.

So, they requested you to pay the $85 biometric fee.
You paid it, added the receipt and you also attached your biometrics from 2019 which should have given you the BVL (Biometric Validity Letter). Instead you just received the Biometric Collection/Instruction Letter to do your biometrics.
Did I understand it correctly?

Seems odd to me. I also have the feeling the officer didn't care about anything you submitted except for the receipt. I can suggest calling Toronto Pearson airport and let yourself forwarded to an visa officer. Good luck to you, buddy!

yes exactly correct. I tried calling the ircc number 1-888-242-2100 but it is not possible from my country. what can I do? :(
