No that is not a good sign, I sent u a personal message lastnight. My file was transferred to Etobicoke last year November as well, it’s been a tough year for me and I can tell you to brace yourself for a tough fight as well. Hoping everything works out for you.

Firstly, ask yourself is there any information or wrong information that you provided to IRCC, which may have caused this?
Is there any illegal action you took or any dependent in the application - which has caused this?

If not - if you are 100% confident there was no intentional MIS-REPRESENTATION (search the term if you are not sure) - then stop worrying and get into the fighting mode.

Did you order GCMS notes? Please do that today asap...just costs $5 - will give you some background information or notes left by the officers. It takes 30 days to get the notes back in email.
Also apply for CBSA notes - In this way you will have complete info where the issue happened or where the file is stuck.

Once you get those information you will have a clear understanding why the file is sent to Etobicoke. In case you find something that it was because of some information missing, or something not clearly informed --- you can pre-emptively send a LETTER OF EXPLANATION through webform, and explain all the confusion, or some missing information which has been the cause of this concern.

If you have NOT lied or not informed anything incorrectly - NOTHING TO WORRY ABOUT. Communicate with IRCC and engage them. If necessary get a 'good' lawyer involved...not just any.
