IRCC has sympathies with the students that is why they introduced this temporary 2-Stage process. I have never scene IRCC changing a process in the past to accommodate applications. They could have easily gone thru the regular process which they always had followed and no one would had the power to challenge it, but instead, for the sake of students, they did. Why not for visitors and/or Work Permit? Tourists bring money as well, Worker earn and pay taxes as well, but they understand that the students are feeling the pressure of delayed process.
Always try to think rationally instead of irrationally and you might end up having a great conversation with yourself.

If my words are sounding dramatic, how would you describe their actions? Or in this case lack of action?
I'm curious to know.
