"Rather than the January rush to submit applications by courier or mail, those wanting to bring their parents or grandparents to Canada will now have 30 days to fill out an online form to indicate their interest. IRCC will then randomly choose 10,000 individuals from those who filled out the form, and those people will be invited to send in their complete application package."


(This is probably the reason people can't find an updated financial evaluation form.)

"Between January 3 and February 2, 2017, Canadian citizens and permanent residents who want to apply as sponsors must first complete an online form on the IRCC website to let the Department know they are interested in applying to sponsor their parents or grandparents.

The online form will be available for 30 days, from noon Eastern Standard Time (EST) on January 3, 2017, to noon EST on February 2, 2017.

The form will ask for the individual’s first name, family name, date of birth, country of birth, main home address, postal code and email address. Once the information is successfully submitted through the online form, the individual will get a confirmation number. They should keep this number for their records. They will need to submit only one online form, as duplicate entries will be removed. Completing the form will not mean a person has applied to sponsor under the program.

At the end of the 30 days, IRCC will remove the duplicates, randomly choose 10 000 people and ask them to complete the full application. IRCC will let everyone who completed an online form know whether they were chosen or not. Only those who were randomly chosen will be invited to apply to the Parent and Grandparent Program.

Those who were invited to apply will have 90 days to submit their complete application to IRCC. The 2017 application kit and guide will be available on IRCC’s website on January 9, 2017.

Interested sponsors who are not selected will be able to indicate their interest to apply again in 2018."

The old process is dead.

They'll need to submit the online form just like anyone else and wait to see if they are selected from the pool and asked to apply.

I'll bet there will be a lot of disappointed small courier companies who were hoping to make big bucks off the old process...

No doubt. My question was more about sympathy for those who had no warning that PGP was changing... and as you said, the courier's who make their whole year in an hour (so it seems ;))

Yep - really sucks for people who have been spending so much preparing.

However I don't feel very sorry for the courier companies. :)

I'd agree with that. The LICO level was pretty low to try to support a whole family on in Canada. I cannot see that going away..
 
This is mostly good in the sense that you don't have to worry about application being delivered in that small window of 2 hours when the office opens in Jan. The bad part is the random draw. If it's really random there is a chance that you will apply over and over every year and might not be part of the draw. I don't know how they are going to 'draw' but people who were not selected the first time, should have some kind of precedence in the next year (but that can open another can of worms).
 
This change will take out the courier business definitely.

But in the new online form, they should have some kind of income verification, otherwise anybody can submit the form and put their name in random draw. Once CIC draws 10,000 names there will be a lot of people that don't fulfill the requirement and will ultimately be not allowed to submit PR application. At the same time a lot of eligible sponsors will be left out of even applying because they were not lucky enough to be picked in the lottery.

Liberals were saying they want to make it easy for family unification. Either they didn't think about this potential issue that I just said, or that's what they want to happen anyway (to leave out applicants)?
 
To me it doesn't sound promising. I guess there will be no past 3 years LICO requirement anymore !!
80K people will apply Interest, they will send 10K invites and only 6K from them will be eligible according to all the new requirements. What will happen to 4K Gap?
This sound total BS to me... >:( :-[

Hi, can I ask you a question please, my ecas shows Decision made on the two sections since last week, but I still didn't get PPR, is it normal ? how long does it take to receive it ? thank you
