I first filed it from within Canada but the application was returned to me because of a missing signature.I'm confused, in the post before you stated: "The PR application was not filled and was filled after I became outland."
Now you state: "Filed my PR application from within Canada when I had a valid PGWP and when I was in Canada."
Regardless, basically what happened was:
Interesting that your SINP letter does not state that you must tell the SINP about changes in your employment status - if they didn't ask you to tell them that, then you don't need to tell them that I guess.
- You got your SINP Nomination/Work Permit Support Letter in 2018
- You applied for PR at some stage
- You started your Closed Work Permit application using your Work Permit Support Letter
- Because your employer refused to pay the Employer Compliance Fee and give you the Offer of Employment number required in your Immigration Form 5710: "Application to change conditions, extend my stay or remain in Canada as a worker", you couldn't apply to extend your work permit
@Naturgrl in my opinion OP should state in an LoE that he does not have a current offer of employment and had left Canada after his PGWP had expired.
I had to file it again after becoming outland. You're right with the guesses.
