Low.

The chance of him getting a visitor visa would be lower than same person without tie in Canada (i.e. someone who doesn't have a wife in Canada)

Try to prove that he has a stable job, property etc. in Iraq while applying for visitor visa. Clearly mention his dual intent (i.e. he has applied to become a permanent resident but is trying to be a visitor at the same time) in the application, don't hide anything. Even if the visitor visa application is refused it won't affect the PR application.
