My Fiance came to Canada as a young child. Has been working all her life in Canada and paying yearly taxes to CRA. Never having need for a passport, we are now looking to travel and need to sort out immigration /residency. She is a non tax paying US Resident, working in Canada as a landed immigrant.

Is it better to work to full Canadian citezenship, or keep USA and apply for passport from USA?

Moving forward, what are the tax implications due IRA in either case?

Are there past IRA taxes owed for her ENTIRE working carreer here in Canada?

She may have issues renewing her US passport if she has never filed US taxes. She is legally required to file US taxes annually regardless of where she is living and working. Whether she works to become a full Canadian citizen or applies to renew her US passport, I would very strongly recommend that she work with a tax professional to address her back-filings for the US.

To clarify - she was a child, brought here by her father. Never had a US passport so will NOT be needing to renew. She has filed and paid all tax requirements in Canada as a landed immigrant since childhood. Never had ANY notifications or issues for over 40 years filing with CRA. Now, 40 years of employment in Canada, she will need to pay IRS?

The context of how she came to Canada doesn't matter. Neither does the lack of an IRS notification. She had an obligation as an American to file taxes annually with the IRS once she was an income earning adult. The absolute best option is to self-declare. By this, I mean do not wait for the IRS to find you - reach out to them first. Again, best option is to work with an accountant with a great deal of familiarity with US taxation. This doesn't mean she will have to back-file or repay for 40 years - you should expect it will be limited to recent years. This is why you need a tax expert to help you.
