Inviting Brother on Visitor Visa ( Online or Paper Application in Canada or Apply from Home Country)

I am Canadian citizen and now I would like to invite my brother and his wife only on visitor visa. We don't know whether we should apply in Canada or India.

1) Do I have to apply in Canada or India their visitor application?
2) Do I have to apply from online account or they have to create their own online account and apply?

1. If they're in India, they must select "India" as their country of residence. The application is online.
2. They can either create an account and apply on their own or you can submit the application on your account and declare yourself as a family representative. The portal will provide you a form to fill and sign by you and the applicants (your brother and his wife). I did this when I submitted my parents visitor visa application.
