inviting a spouse - visitors visa

I want to invite my souse to come with me to canada for some time - I have the PR and my spouse has never had any visas to anywhere

I am planning on going back to Canada for an extensive amount of time - where we want to settle still undecided - but I do not want to lose my PR status so going there for some time that's for sure.
We both want to come for now - my spouse would look around and most importantly help me with the move and apartment and furniture, etc.

How do we convince the consulate that at the moment my spouse has no intentions whatsoever to stay in Canada for good?
He has a daughter from the previous marriage back home, has a job, obviously, but no property and his spouse at the moment, which would be me, will at the moment be heading to Canada.

If we both decide to settle in Canada there will be proper application and everything - we are aware of that - but he just wants to come with me to help me (which I would hate to do everything on my own) and he wants to see how will he even like Canada - any thought will help.

In my opinion not a very strong reason to obtain a visa. You need to show strong ties of your spouse to the country he is currently in. Examples of ties could be

1- Business or permanent job offer.
2- Show a proof of his vacations that he can go for a short period of time.
3- Clearly mention your intent in a cover letter attached to the application supporting your case with his ties to his country.
