Invite a fiance from India while on a Work Permit

I am asking this on behalf of someone I know:

She graduated from University of Toronto (student visa), now has Work Permit until 2021. She would like to invite a fiance to Canada. Her fiance lives in India. What options does she have? Can she bring her fiance over to Canada? Thank you.

Correct. What skill level is her work permit NOC?

If she has a full-time job in NOC 0, A or B with 3 pay stubs her spouse or common law spouse (not fiancé) can apply for an open work permit (OWP). I could take 4+ months.
