Invitation to apply for BC PNP (SI-International Graduate)

So I should be excited I received an invitation to apply (ITA) from BC PNP. But instead of being happy I am a bit wary. One week after registering online for BC PNP's Skilled Immigration International Graduate category, I received an ITA to apply for the stream. In the email, it said I had until May 5th to apply and must pay $700. I relayed the following information to my friends and they told me they never paid $700 for the application to file. They also didn't get a prompt response from BC PNP as I did. Did BC PNP raise their rates? Also, what's with the quick response and quick pool selection?

How much does it cost to apply?

There is a $700 processing fee to apply to the Express Entry stream of the BC PNP.
