Oh yes you may have a point there . The new government is trying to fix the immigration system to the best of its abilities. Immigration was a hot topic during the elections. The govt is going ahead to keeping its words/ promises.
That being said bill 9 which contains the proposed provisions for change has been tabled . It has yet to be made law.
It does not cover QBC , moreover it does not cover QSW with CSQ
The intake of QBC applications has been extended till August 2019, which highlights the positive intensions of the govt . For this category. I don’t foresee the govt cancelling the QBC , it may align it with the qsw , as far as following the Quebec values, learning of French language, mandatorily living in the beautiful province of Quebec etc, is concerned. (That’s fair enough )And that’s something all QBC applicants should adhere to honestly,
And pls don’t forget the amount of revenue this stream generates for the government, this helps to build up the economy of Quebec .

Hopefully now that the Quebec's economy is doing better the vetting will at least be better to deny fraudulent applicants.

Totally ageee with you on this . Abuse of the system should not be allowed , in any form.
Fraudulent applications should be taken care of and loopholes in the system ,if any ,should be blocked .
That being said the govt should ensure genuine applications are processed in fast track mode .and accountability is placed for undue delays .

I’m my opinion Instead of making people wait indefinitely , the govt should suspend the programs and sort out the pendency first
Once a level of manageability is obtained the intake can be restarted .
The govt should introduce a system where a definitive period +- a few months , is known so that people should be aware before hand what they are getting into .
Accountability should be enforced and information should be more streamlined and accessible.

Lives of people are at stake here
I hope and pray for better times

Immigration has always been part of Quebec history. It shapes our present and contributes to our future. This is an area in which Quebec has been intervening for years to influence the migratory movements and the way to include the people who have chosen Quebec. This year, we celebrated the 50th anniversary of the creation of an immigration department in Quebec, which demonstrates our ability to act in the selection, reception, francization and integration of immigrants.
The Québec Immigration Plan for 2019 has the objective of ensuring that immigration contributes fully to Québec society. This plan targets the admission of 40,000 immigrants, while preserving a significant portion of economic immigration to meet the needs of Quebec. Listed in a context

In this regard, a personalized support program for immigrants will be developed to facilitate and accelerate their process of socio-economic integration into Quebec society. It is also the desire of the Quebec government to focus on the contribution of temporary foreign workers in order to respond quickly to the needs of the labor market, while promoting their participation in community life through francization services. QUÉBEC IMMIGRATION PLAN FOR 2019
The tabling of the Quebec Immigration Plan for 2019 in the National Assembly is provided for in the Quebec Immigration Act (CQLR, chapter I-0.2.1).
1. The legislative provisions
Section 5 of the Quebec Immigration Act states, inter alia, that:
The plan indicates the planned or estimated number of foreign nationals that Québec plans to host and the number of immigrant selection decisions wishing to settle in Québec on a permanent basis that can be made. The distribution of these numbers can be done by category, by immigration program or by program component.
The plan shall be tabled in the National Assembly not later than 1 November of each year or, if it is not sitting, within 15 days of resumption.
2. Sharing of responsibilities in immigration matters
The Canada-Quebec Agreement on Immigration and Temporary Admission of Aliens determines the
sharing of responsibilities between Quebec and Canada with respect to immigration.
The federal government is responsible for admitting immigrants to Canada, and therefore grants permanent resident status to candidates who have been selected by Quebec. Under the Immigration and Refugee Protection Act (SC 2001, c.27), a foreign national may be admitted to Canada if he or she is not inadmissible for reasons related to health, state security and crime.
The Québec Immigration Plan for the year 2019 deals with Québec's selection objectives, the realization of which is its own, and with the admissions of foreign nationals who settle on its territory after having obtained from the federal government the permanent resident status.
3. The achievement of the objectives of the Quebec Immigration Plan for the year 2018
3.1. The number of selected people
The Quebec Immigration Plan for the year 2018 was intended to issue 36,700 to 43,000 selection certificates to candidates belonging to the categories falling within Quebec's powers. According to the most recent forecasts (September 2018), the number of selection certificates issued should be around 37 800 certificates (Table 1, p.7), in line with the overall planned range.
3.2. The number of immigrants admitted
Forecasts for 2018 place the total number of immigrants in the planned range, or possibly a slight overshoot. This forecast is based on the selection data available at the end of September 2018 and the admission data available at the end of July 2018. The main predictable results are as follows (Table 2, page 8):
? The total admission level could be between 50,000 and 53,300 in 2018; the Québec Immigration Plan for 2018 targeted between 49,000 and 53,000 immigrants.
? The number of immigrants admitted to the economic component would likely be in the range of the Quebec Immigration Plan for the year 2018. Thus, between 29,200 and 31,200 people could be admitted to it in all economic categories.
- Skilled workers: between 24,300 and 25,900 admissions, a level consistent with the planned range (24,200 to 26,300 admissions).
- Business people (entrepreneurs, investors and the self-employed): between 4,000 and 4,300 admissions, in line with the objective.
- Other economic categories: between 900 and 1000 admissions, compared to a target of between 500 and 700 admissions.
? The number of immigrants admitted to the family reunification stream should be between 11,300 and 11,700, a level slightly below the range of values listed in the Quebec Immigration Plan for 2018 (from 11,600 to 12,100 admissions).
? In the case of refugees and similar settlements, the number of admissions should be in the upper end of the planned range (from 8,100 to 8,800) or even exceed it, and could reach up to 9,400 people. The forecast breaks down as follows:
- Refugees selected abroad: up to 1,600 state-assisted refugees and up to 4,500 collectively sponsored refugees, for a total of 5,600 to 6,000 admissions.
- Refugees from the asylum seekers movement: between 2,900 and 3,300 admissions, which is higher than expected (between 2,500 and 2,800 admissions).
? Other immigrants: the expected level is 900 to 1,000 people, a slightly higher number than planned (600 to 800).
? The proportion of immigrants declaring to know French at the time of their admission in 2018 should be around 42%.
? The projected number of admissions from the Québec election would be the same as that provided for in the Québec Immigration Plan for 2018, to be between 71% and 72%.
? The share of economic immigration could reach 59% of all admissions.
4. Selection objectives in 2019 (number of selection decisions)
Within the sub-categories under Québec's selection powers, between 20,200 and 24,800 permanent selection decisions are expected in 2019. The number of people selected for each of the categories should be distributed as follows:
- Skilled workers: between 12,500 and 15,000 people;
- Business people: between 2 100 and 2 800 people;
- Other economic categories: between 600 and 800 people;
- Refugees selected abroad: between 4,500 and 5,500 persons;
- Other immigrants: between 500 and 700 people.
The targets set for 2019 take into consideration the number of applications currently being processed or pending in Quebec and the federal government. 5. Admission targets for 2019 (the number of immigrants targeted)
In 2019, Québec's goal is to welcome 40,000 immigrants, a range of between 38,000 and 42,000 admissions.
The intake targets for 2019 by immigration category are therefore distributed as follows (Table 2, page 8):
- Economic immigration: from 21,700 to 24,300 people. The number of skilled workers involved would be between 18,000 and 20,100 people; the target range in the business category is 3,100 to 3,400, while the other immigrants in this category are between 600 and 800 people.
- Family reunion: from 8,900 to 9,400 people.
- Refugees and similar situations: from 6,800 to 7,500 persons. The number of refugees selected abroad is expected to be between 4,400 and 4,800 in 2019, including up to 1,200 state-assisted refugees and between 3,250 and 3,600 collectively sponsored refugees. Also, between 2,400 and 2,700 people are expected to be admitted in 2019 as recognized refugees (including their dependents abroad).
- Other immigrants: between 600 and 800 people.
