3. ORIGINAL police certificate or criminal clearance (within 12 months validity) from each country in which you and every one in your family aged 18 years or over have resided six months or more since reaching the age of 18. If you reside in the U.S.A. you must provide both national FBI certificate and state certificate for each state in which you have lived for six consecutive months or longer since reaching the age of 18. For specific and up-to-date information on how to obtain police certificates from any country.

i am the sponsor, this letter was addressed to my wife. Does this mean i have to get a rap sheet for myself from the rcmp? and does any one know how i can obtain a rap sheet for myself from the rcmp? and a new york state one for my wife?

you are the sponsor, so this information does not apply to you.

they are asking for updated police clearances for the APPLICANT, aka your wife. this is a required document for the applicant's application, so they are requesting new ones since the report(s) originally sent is probably expired.

exactly, for application purposes, you are not "family" or "spouse", you are the "sponsor". Only those who are included in the app as applying for PR need to submit a police clearance.
