How come he got the interview call so early, if he is in fast track (29 NOCs) then he must have applied after 26th June 2010, and every one who applied after this date are still waiting fro their first AOR.

any ways, it is mentioned in OP6 that visa officer will not judge the english of applicant in the interview, he has to rely of the IELTS result only.

According to the manual http://www.cic.gc.ca/ENGLISH/resources/manuals/op/op06-eng.pdf

Officers may no longer assess language proficiency at interview; rather, they must either:
a) rely on the results of a test done by an designated testing organization as conclusive evidence of an applicant’s level of language proficiency (R79(1)(a)) (refer to Section
12.6); or
b) evaluate written evidence of proficiency submitted by the applicant against the Canadian Language Benchmarks 2000 / Niveaux de compétence linguistique canadiens (NCLC) 2006 (R79(1)(b)) (refer to Section 12.11).
and

The interview is not intended to be a means of evaluating language proficiency. Officers cannot change language point awards or make new language point assessments themselves based on what they have discovered at interview. However, if an applicant is interviewed for any other reason and significant discrepancies become evident between claimed and actual language proficiency, there may be an integrity issue.

You can see there that the only real language option they have is if they suspect fraud in the language results the applicant claimed. So, it the officer finds his language skill is not remotely what he claimed, they may ask for another language test.

i remember my brother had an interview few years ago. they do not assess your english. he should know something about history of canada and culture. he will ask questions relating to his employment and education. he can ask to see his original documents.. he wants to check if he is the real applicant who applied for immigration.a very common question they ask why you want to immigrate to canada. tell him not to be nervous as it is a routine process and calm his nerves.

n You will be called in the visa of the visa officer handling your case. You, your spouse and all dependents aged 18
years or more are required to attend. You may be the only person interviewed or others may be interviewed as
well. Ensure that you wait in the reception area and do not leave until you are called in.
n Introduce yourself to the visa officer and wait until the officer introduces himself/herself to you. Follow their
instructions from this point onwards.
n Do not provide any documents to the visa officer if not requested. Respond to all asked questions in a thorough
but concise manner, unless the officer requests further details.
n Have all your documents including those of your spouse and dependent children handy and easy to locate. Do not
provide any documents unless requested.
n If you have noticed any errors in your immigration forms, bring them to the notice of the immigration officer.
