Interpreting E-Cas: "Decision Made"

Greetings,

My wife's E-Cas status was changed on Monday and now states "Decision Made" under the Permanent Residence Application Status. When I click on "Decision Made" I get forwarded to the below message.

"We started processing XXX's application on August 21, 2008.

Medical results have been received.

A decision has been made on XXX's application. The office will contact XXX concerning this decision.
"

What does this mean in bureaucrati-code? We especially would like to know when and how my wife will be contacted? The visa office in New Delhi has been corresponding with her via regular post, but we would hope that they would courier her visa if and when it is indeed granted (given the shameful security record of the Indian post). Does anyone have any experience or indication of how long we have to wait for said contact?

We are obviously a bit antsy, so any tips or clarifications anyone can offer would be appreciated.

Hi,
I am assuming that your wife has already sent her passport to the visa office.
In that case, she should recieve her passport back with the visa attached, in "Speed post", in 2 to 3 weeks time. I recieved mine in less than 2 weeks after the status changed in E-Cas as decision made. Speed post is usually secure, so dont worry.

Yes, her passport was sent to the visa office three weeks ago now. I suspected this all means that her visa is being sent, but it is good news to get a second opinion.

2-3 weeks for "speed" post? It's better than nothing I guess, but it does seem a bit of a misnomer ;-)

RPM were you able to fly immediately after the visa arrived, or is there still some waiting time involved even then?

Once you get your passport and your CORP (you'll get it with the passport) you are good to cross the border and land at any time. Congratulations and good luck!

I should have been more clear. I meant 2 to 3 weeks for the processing (like the visa stamp etc) time after she has sent her passport. And I recieved my passport back on 8th day after the "descion made" appeared on E-cas.
Speed post arrived in 2 days time (Delhi to Bangalore). They sent all the documents we have sumitted, like the photos, cards etc along with the passport. I hope its clear now.
And yes, your wife can fly out immediatly after she gets the visa.
Since its 3 weeks since she had sent her passport, i would say she can expect it back very soon now.

The visa arrived today! The total time from mailing our application (to Mississauga) to receiving my wife's visa was 100 days exactly! Just goes to show that the process CAN be done fairly quickly (in India anyway).

Thanks to all for your advice and concern. Our thoughts and prayers go out to all who are/will be stuck in this process longer than we were. It's no fun even under the best of circumstances.
