International work experience expired!

I am a physician from India and have been in Canada for 6 years now. It has been more than 10 years since I have practiced/worked in India and I believe this does not count towards my International work experience. I have not worked recently as I pursued higher studies (a Master's in India and a PhD in Canada) and wasn't able to work in India. And every part-time job I did in Canada with my student permit does not count towards work experience. I am now on a post-graduate work permit (since November 2015) and have been working in Canada since February 2016. It is a contract based postdoctoral research position and not a full-time position (So not a job offer and again no provincial nomination). Getting a job in Canada is so difficult! I cannot pursue a medical career (more jobs) in Canada until I have a PR.

I am hoping to apply for my PR under the Canadian experience class in March 2017. But with only one year of Canadian experience and no valid International work experience, my EE CRS score will be just 456. I have a high language score and a PhD, so I can't improve my score on these. If I could get a year of valid International work experience, my score will be 496.

So here is my question (finally)!
I have been working for an American company (freelancing) since August 2015 and by the end of this year, I would have worked a total of 1560 hours for the same company and while doing the same job. The freelance work I have been doing is a Skill Level A with a NOC code. I get a monthly salary and have even paid taxes on this income to CRA. Although this is not Canadian work experience, will this qualify as International work experience? If this does I will hopefully have a better chance with a score of 496 in March 2017.

Could someone please help me out? If there are those in similar situations, what are you planning on doing to get a better score? Any help is appreciated.

Apart from the opportunities designated for Ph.D. graduates...

You don't state when you graduated from your Ph.D. program, but based on the info you provided, there are 3-4 reasons why this work experience (or, most of it) will not "count" -
(a) no work experience will be accepted while you were on a student permit in Canada

(b) regardless of the location of the "employer" (not clear if you were self-employed or employed), it sounds like you performed the work IN CANADA (you were not physically present in the USA to do this work, were you?), in which case it is not "foreign." And if you were self-employed, it is excluded as "Canadian work experience."

(c) You cannot get credit for more than "full time." The definition of "full time" is 30 or more hours per week. So once you started your full-time job in February 2016, you were working the two jobs simultaneously, correct? The maximum credit you can get is "full-time" - doesn't matter if it's in one or 3 jobs, doesn't matter if it's 30, 60, or 90 hours in a week - it is just "full time." So your freelance work performed at the same time as your full-time work will not "add" anything to your total work experience.

You don't say what province you are in, but if you graduated from an Ontario university and are working in Ontario, you can plan to apply for the PhD stream from the Ontario PNP program. It is currently maxed out for 2016, so you will want to apply as early as possible in January 2017. Eligibility expires 2 years after graduation, so this would be your last chance to take advantage of that program.

You worked while physically here and, more importantly, paid taxes to CRA.

It wont be considered foreign experience, but not sure if it can be considered valid Canadian experience either (for CEC).

Just wonder if your work exceeded 20 hours per week during studying. If yes, please be careful before submitting these information to CRA.
