Nope.. It took that person at least 3 - 4 months after graduation to find job (if not longer). And his/her 2 yrs anniversary was few days ago. So only few months left on his/her PGWP. There's no guarantee that the score will go down. Plan B for him/her in case she/he cannot secure ITA until his/her work permit expires is to go back to country of origin and secure 3 yrs foreign work experience and come back to apply Express entry through "FSW route"...
Oh crap.. I forgot, he/she might need to retake his/her IELTS again... but that's fine securing max IELTS score is a piece of cake for him/her as he/she was educated in Canada..
