International Students in USA applying for study permits

Hey I am an international student from Kenya and plan to pursue my masters in Canada. I do have visiting visa to Canada but I am not sure if I can apply for a study permit from USA or go to Canada on visiting visa and apply for a study permit while I am there. Please help.

Better to apply from the US as you are completing your studies there.

Yes that is my best option, but is it possible to apply from the US?
