That's the spirit! You don't need an agent. You can do this yourself if you commit time and energy to it. There are affordable universities like Memorial University and University of Regina etc. The money to pay an agent can go into your tuition.

What was your overall score? Having a 5.5 in writing does not bode well for you, cos as a Master's student your written english has to be up to par. But perhaps with a well-written SoP and confirmation of english as medium of instruction from your past schools, you might be able to convince the VO.

In addition to what was stated before, look for universities that are located in small cities and towns and try to stay away from universities in big cities (such as Toronto, Montreal, Vacouver etc) to reduce costs (tuition, living expenses etc.).
