International student with less than 1 year education experience is eligible for Express Entry?

Hi all. I am an international student currently pursuing my PhD in Canada (since last six months). I have nearly 3 years of work experience and I have decent points in CRS for Express Entry under FSW. I am interested in applying for PR over here. However, somebody recently mentioned that I need to be here for at least an year to apply for EE?

How true is it? Can I apply for PR, as my points are enough, even though I have been in Canada for few months only??

You can apply, however you won't get points for Canadian education. Also even if you get PR now, your program will still be charged at the international student rate.
