International Student with a Learning Disability

Good Evening, All.
My little brother wants to apply to Canadian Universities for Computer Sciences. We are still in process of looking for a decent ESL program so he can pass TOEFL with a good score and get some experience living in Canada.
The main obstacle that I find is his learning disability, he is dyslexic with ADHD. His high school grades are not that great due to ridiculous level of prejudice in my home country. Even when he was doing exceptionally well in some classes, his teachers could not believe it's true and made him retake the exams all over, not to mention that no special accommodations were offered.

The point of my story is that I am wondering if anyone had the same experience and whether some medical reports or doctor's confirmations were provided during the admission cycle? Did these students feel somehow left out of the students life on campus or were they admitted to schools at all?

I really want him to experience a normal life as a normal student after all these horrors of high school, so if anyone has any suggestions considering a school selection or any previous experience dealing with this matter, please share.

Everyone has a right to experience the same eduation and respect in Canada.

I dont think that the government and schools will refuse your brother, because of learning disabiity.

I have language problems (at back home and native langauge due to childhood's trauma), but I maintain good grade which is 3/4 in Canada and no problem to speak in English. My back home doesnt care child abuse issue and no human right for kids.

I really hope, your brother will have normal life in Canada. In canada, people respect everyone equally.
