1. The student after passing 12th Grade - will they be treated as Domestic student and charged local fees or will they be charged International fees?
2. Is there any specific documentation required in these cases?
3. Does the kid need to renew permits after 12th grade to apply for university even if the current one is valid

There is no different treatment. The student is not a PR or citizen so pays international fees. Doesn’t matter that child went to high school in Canada. No need for a consultant. Student has to decide where to go To school and get admission.

For universities, tuition will be high. For example, for York U, International tuition per year is $33k vs $7k domestic. You will have to show that tuition and living expenses can be paid. All the best for him!

2. He would apply just like any other international student.
3. I believe he can use his existing study permit provided it's still valid but he will need to notify IRCC that he is moving to a new school.
