My boyfriend is recently a graduate student in the US, now working under F-1 in the US. I am an international post-grad student pursuing an 8-month master's degree. Can he and I legally get married in Canada to get spousal sponsorship to get PR?

Is one of you a pr or citizen of Canada?
 
Unfortunately no. We want to get married for a long-term goal of savings, housing,… but don’t know where to apply our marriage. We are both Vietnam citizen.

Then this is not spousal sponsorship, where a pr or citizen sponsors their spouse. You should look at other immigration programs. Most allow married couples to apply and immigrate together.

Does he have a TRV? Assume you are getting married because you like your partner and have a relationship history not for longterm financial reasons.

You can get legally married in Canada. BUT there is no spousal sponsorship nor PR involved in getting married. (since neither of you is a PR or a citizen of Canada)

my friend, how do you apply "sponsorship" if neither of you are Canada PR? you are really dreaming :)
you can register marriage anywhere, by the way
