I am an international student who is currently not enrolled at the University (I was de-registered a while back), I have an IELTS band of 8.0 with a bachelors and masters degree in Science with some foreign work experience (1 year). Can I apply for express entry under FSW? If yes do I need to mention in my application the reason why I wasn't attending university etc?

Any help would be really appreciated.

Yes, assuming your foreign experience was full time (30 hours or more) and continuous.

As long as you have legal status in Canada, this shouldn't be relevant. That said, I suppose it couldn't hurt to mention said reason in a letter of explanation. If your status in Canada is tied to you being enrolled in school, however, you might have problems.
 
the place where it says conditions on my study permit is empty. does that mean that my study permit would be still valid? how would I know?
