Straight question:

My mom is living in US since last 13 years on undocumented status and has good moral character and with required IDs (NYID, Medi Care, Tax ID, bank account etc.) of NYC. She does not want to go back home - India and she likes to visit us (Me, my brother and sister-in-law) directly from USA to Canada.

Is there any professional and legal way to file an application for Canada Visitor Visa for her?

She has legal Indian Passport issued in New York City.

Is there any way to apply for her and bring her Canada directly?

Does Canadian govt. care about status of applicant in USA in Visitor or Super Visa application?

Looking for advise and information.

If she has no status in US, most probably her visitor visa will be refused as cic would not believe she will leave Canada at the end of her stay, especially when she can't return to US because of overstay. When filling application for visitor visa she will need to disclose current country of residence and status in that country.

Zero chance the visitor visa or super visa is going to be approved. Don't even bother applying.

Yes - Canada will absolutely care about her status in the US if she attempts to apply for a visitor visa or super visa. In both cases she needs to demonstrate strong ties to her home country and prove she has no plans on remaining in Canada long term. Being undocumented in the US means CIC will assume she has plans on remaining in Canada long term. Refusal is guaranteed.

If you wish to see her, you'll need to visit her in the US. If you wish to bring her to Canada then you'll need to sponsor her for PR (assuming you yourself are a PR or citizen) and forget about the visitor route.
