My friend completed a Masters in June 2020 in Montreal and then proceeded to a PhD program in Saskatchewan. He is currently in his fourth year of the PhD program but are considering withdrawing.

Would they still qualify for a Post-Graduation Work Permit (PGWP) based on their completed master's degree?

No. You need to apply within 6 months of graduation and that has long passed. Needs to finish PhD to get PGWP.
 
Thank you. Are there any other recommended options aside PGWP ?
What is citizenship and age? LMIA - needs an employer who cannot hire a Canadian with the education, work experience and language skills to do the job, only your friend. PR but would have no Canadian experience.
