Inquire: AINP Family stream

As i know, AINP Family Stream have been temporarily closed on August 23th, 2010. And my case had been submitted on August 19th,2009.
On March 15,2010, i received a letter require me to submitt additional materials.But now, i still wait for the nomination coming,and no any information
comes from AINP. i want to know why the processing is still so slow,as the Family stream have been closed.......... pls, give me some advices,Thanks in advance!

they mentioned 46 months (4 years) timelines for submissions in august 2009.
