1. See if you have at least one years experience in the list of 29 occupations in the past 10 years. If so, and if you have 67 points you can apply.

3. http://www.cic.gc.ca/app/ctcvac/english/index
4. If not then you don't qualify as a skilled worker.

Quebec skilled worker still does not require a job offer as far as I know. You can do a self evaluation here: http://www.form.services.micc.gouv.qc.ca/epi/index.jsp?languageCode=en
If you apply through Quebec, you must land in Quebec and you must intend to live in Quebec although you have the right to change your mind if you can't find a job there.
