yes she can get OHIP but this is the law, (Ontario): After the AIP you can apply for OHIP card but you will
need to show a letter from CIC that you have passed Medical examination.
After AIP, you can call CIC and they will send this letter immediately.

You no longer have to show that you have passed the medical examination if ithere is an application for PR in place.

Am I eligible for Ontario health insurance coverage?

On April 1, 2009, changes were made to the OHIP eligibility rules under Regulation 552 of the Health Insurance Act. As a result of these changes, you may be eligible for the Ontario Health Insurance Plan (OHIP) if you are included under one of the following categories :

you are a Canadian citizen, permanent resident or landed immigrant, or are registered as an Indian under the Indian Act;

you have submitted an application for permanent residence in Canada, and Citizenship and Immigration Canada has confirmed that you meet the eligibility requirements to apply for permanent residence in Canada (please note: applicants for permanent residence are no longer required to provide confirmation of having satisfied the Immigration medical as a condition for OHIP coverage);

you have applied for a grant of citizenship under section 5.1 of the Citizenship Act (Canada), and Citizenship and Immigration Canada has confirmed that you meet the eligibility requirements to apply for citizenship (i.e., children adopted internationally by Canadian citizens);

you are a “protected person” - i.e. a Convention Refugee or a person in need of protection;

you are a foreign worker who holds a work permit valid for at least six months that allows you to work in Canada, and you also have a formal agreement in place to work full-time for an employer situated in Ontario which sets out the employer’s name, your occupation, and states that you will be working for no less than six consecutive months;

you are a foreign clergy member who will be ministering to a religious congregation in Ontario for at least six months;
you hold a Temporary Resident Permit with case type 80 (for adoption only), 86, 87, 88, 89, 90, 91, 92, 93, 94 or 95;

you are the spouse, same sex partner, or dependent child (under 22 years old or 22 years and over if dependent due to a mental or physical disability) of an OHIP-eligible foreign worker or an OHIP-eligible foreign clergy member;

you hold a valid work permit under the federal Live-in Caregiver Program;

you hold a valid work permit under the federal Seasonal Agricultural Worker Program;

AND

you make your primary place of residence in Ontario; and generally speaking, you are in Ontario for at least 153 days of the first 183 days immediately following the date you establish residence in Ontario (you cannot be absent for more than 30 days during the first 6 months of residence); and
you are in Ontario for at least 153 days in any 12-month period.

Question - Will there be any waiting period (3 months) once you apply for OHIP after AIP?
Thanks.

If you have been only a visitor prior to AIP, then yes you will have to wait 3 months. I do not know about any other status.

Little confused by the term "only a visitor". My wife is in implied status and in Toronto since 03/2010. She is here for much longer than 3 months. Still does she need to wait another 3 months after she apply?

Yes , when you apply for your health card and show them your OWP , it is the date your OWP was stamped to 3 months after ...so for example ;

Received OWP 10th Sept 10

Health card is mailed 10th December 10 .

From what I remember, they will start the 3 month waiting period from the date AIP is granted (you will need to show the letter you received) as long as you/she has proof of residence in Ontario during that time.

What immigration documents must I present to confirm my immigration status as an Applicant for Permanent Residence (previously called an Applicant for Landing) when applying for Ontario health insurance coverage?

Please note: As of April 1, 2009, changes to Regulation 552 of the Health Insurance Act became effective. As a result of these changes, Applicants for Permanent Residence are no longer required to provide confirmation from CIC that they have passed their immigration medical in order to be eligible for OHIP.

If you are applying for Ontario health insurance coverage as an Applicant for Permanent Residence, you are required to present written confirmation from Citizenship and Immigration Canada (CIC) that you are eligible to apply for permanent residence in Canada, which may be one of the following :

CIC Confirmation Letter – letter on CIC letterhead addressed to the Applicant for Permanent Residence that confirms that the applicant is eligible to apply for permanent residency in Canada;

CIC Immigration document such as a Work Permit, Visitor Record, Temporary Resident Permit or Study Permit with note in the “Remarks Section” that indicates that you have applied for permanent residence; or

A Work Permit case type 27, which are issued solely to individuals who have applied for permanent residence within Canada.

You will need to fill out this form: http://www.forms.ssb.gov.on.ca/mbs/ssb/forms/ssbforms.nsf/FormDetail?openform&ENV=WWE&NO=014-0265-82 and have proof of residency and identification from this list: http://www.forms.ssb.gov.on.ca/mbs/ssb/forms/ssbforms.nsf/FormDetail?openform&ENV=WWE&NO=014-9998E-82
