I have always been under the impression that outland through new york was a few months faster. But looking today at the CIC website it looks like the processing time for New York is 30 months and Ottawa is 15 months. Is inland the way to go now?
 
If you're a US citizen your visa office will be Ottawa when you apply Outland. Although it is saying 15 months people on the forum have been getting their outland PR in about 8 months.
 
But I am currently living in the US. So doesn't outland go through New York?

No. I'm sponsoring my US husband and our visa office is Ottawa. All American's go through Ottawa, New York and Los Angeles are overflow offices, and sometimes applications get sent there during the process if there are complications.
 
Thank you. We want to submit our application soon and this inland outland thing is really confusing me. Is it all about where we send the application? Or do we choose it somewhere?

No worries :) I believe the application packages are slightly different depending on if you're doing Inland or Outland. For example on this site:

Under 'How to apply' there are two options. Click the appropriate one if you decided inland/outland. Now, both Inland and Outland applications are sent to Missisauga to begin with - Inland used to be sent to Vegreville but not anymore.

Inland-
Requires that the applicant be in Canada and remain in Canada until the end of the process (estimated to be ~ 12 months total for a straightforward application)

Outland-
Applicant can be in Canada, (not required to be `outside' of Canada) so long as s/he maintains a legal status throughout the process.
 
We applied from inside Canada in 2011 and are still waiting. If I could go back in time I would most certainly apply from outside of Canada. We are stuck in Canada and can not travel abroad. We were now asked to redo our medicals and pay the fees again for the exam because they have expired in the meantime. Unfortunately that will have to wait because I'm pregnant. It took them a year each time to respond after they received requested documents. If we are lucky we will receive our permanent residency in 2015/16.
Be smart and apply from outside of Canada. :) Good luck with you application!

If u choose inland application, in that case u need to be in Canada and u r not allow to travel out till ur application under process and u guys need to be live together because inland application approval strongly depend on living together and very low chances for rejection also .... but inland application processing time more longer than out land application but depend on VO Also because SINGAPORE VO Take 28 months to process application ...According to CIC site for first stage 8 -9 months and for second stage 8 months ..so totally 17 months ..but can apply for OWP after ur first stage approval known as AIP .... CIC processing time is not very accurate and its change time to time and depend on ur application also ... its could be longer also and could be shorter also. and according to my opinion CIC taking only 3 to 4 months max for second stage ..so u can count at least 12 to 13 months processing time for inland application Now ...NOTE PLEASE in case of rejection inland application no appeal allowed ... u have to leave canada after rejection but u still can go to federal court and according to my lawyer current waiting time for appointment in federal court is 24 months to 36 months ....
If u choose out land application then for first stage processing time just 28 days only and second stage depend on ur residence Country CIC Visa Office and in case of rejection u can appeal and even can fight in federal court ...Good luck and God bless all of us

If you are American then you should apply outland. As you can see here, PR apps for US citizens/resident are processed in CPP-Ottawa: http://www.cic.gc.ca/english/information/offices/apply-where.asp . However any potential interview would be in NY or LA, although chance of interview for US citizens is very low unless there are some serious red flags in your application.

In another post you mentioned you also applied for refugee status. Should note that this is most likely the main reason for your delayed processing time, and you may have experienced the same even if you applied outland. Any time someone applies as refugee first and then withdraws that or it's denied and followed by a spousal PR app... the VOs do a LOT more checks on the spousal app since they know the applicant is more desperate to leave their home country.

No, in our case it had little to do with the withdrawal of our refugee claim that lengthened the process. It was for one that Vegreville had a huge back log due to changing the processing system just before hand. And a year and a half into the process my daughter turned 18 y.o. They needed her to sign additional documents which we sent back immediately Feb 2013. It took them again a year to open that letter. In the meantime our medicals are lost their validity. They requested an extension internally which must not have been successful because we now received a request for renewal.
