Hello everyone.
My father is a Canadian citizen. He is retired and living in Canada during summer and in USA during winter. He has been married to his American spouse more than 2 years. They have been traveling together back and forth. Currently his spouse is in canada. Her 6 month stay will expire in oct. Due to covid restrictions they can't cross to USA . They are working on submitting spousal application. But not sure if inland or Outland is better. She is not interested in wp. Since they want to live in the winter in USA. When border will reopen they might go to USA for several month but not sure depending on the covid situation. Is it better to do in land our Outland sponsership in this case? Thanks you in advance.

Definitely outland. Applying inland requires both of them to be living in Canada and won't work if they plan to leave for several months later this year.

We were thinking that too. But what happens if border is closed and visa extension is refused .. than she must leave and her husband can't join her ?
