Inland Spouse Sponsorship in Quebec - Steps

G'day, I'm an Australian who arrived to Montreal on a working holiday permit, which will expire this September (2016).
My wife is a Canadian citizen and we are currently collecting information for the Inland Sponsorship program here in Quebec.

We are a bit unclear on the proper steps to start our application. Do we apply for the CSQ here in Quebec first and then CIC? Or the other way around? And at what step we apply for the open work permit.

It's been difficult to find the correct order for our application.

Apply outland. Way better option even though it doesn't come with an open work permit.

We are not considering applying outland at the moment. My wife and I both live and work here in Quebec.
We are asking to get help to better understand the inland spouse sponsorship process from the province of Quebec.

You can apply outland while living in Canada. Sydney is one of the fastest offices in the world, so you should really consider it.

Yep - agreed. The open work permit that comes with the inland process sucks way too many people into making a bad choice they later deeply regret.

But it's obviously a personal choice...

We had actually never considered an outland approach, not realising we could. But my situation is I am a self employed professional, so no offer of employment and I'm not studying, so it's my understanding the open work permit is the only thing open for me.

Also out of curiosity, why do so many people regret this approach later?

Because inland can take two years, during which you are advised not to leave Canada. You can also not appeal a negative decision.
It takes 4 or 5 months to get the open work permit when applying inland. For some outland offices, the applicant will have the PR in that time. For example, some US applicants are getting their PR in less than 4 months outland. Sydney is also a fast office.
