Which province do you live in? Driver's License is a provincial jurisdiction, not federal.

I'll look for the contact info for you if you tell me which province.
You'll really need to contact them.
Certainly Permanent Residents are permitted to have a driver's license.
But regarding the period while she is legally in Canada waiting for her PR application to be processed,
the best information will come from the relevant provincial authority.
If they say No, you can ask them about the validity of her existing driver's license from overseas, presuming she has one.

Generally speaking, anytime. My wife got an Ontario license after AOR, and just after her OWP arrived.

Depending on the country of origin, they may have a path to grant an immediate license (eg: avoid graduated licensing).
