INLAND : Spouse has received CSQ, now how to apply for OWP?

The way it worked for us was to go on the IRCC website and use the Welcome to Canada wizard, and through answering these questions, we obtained the code for the right forms. Then in GCkey, we started a new application and used this code to get the right forms.

I think we did that but I'll double check, if I recall we ended up with a message saying because we are in Quebec we have to apply through Quebec and not through IRCC.
